When you're comparing home care agencies, you'll come across two different business models: independently owned local agencies, and franchise or multi-region operations that carry a national brand name. Both models can have good operators, so business structure alone won't tell you who's the right fit for your family. The structures are genuinely different, though, and understanding that difference can help you know what to ask.

Ownership & Decision-Making

A locally owned agency is run by the same person or people you meet when you call. Decisions about staffing, scheduling, policies, and how to handle a specific family's situation are made on-site, by that owner.

A franchise location is typically independently owned as well, and the franchisee operates under an agreement with the franchisor. That agreement gives the franchisee an established brand, systems, and processes to build on, and it usually sets standards the franchisee follows in exchange, along with ongoing franchise fees or royalties paid to the parent company.

Caregiver Hiring & Training

Both models hire and train caregivers to meet Maine's licensing and certification requirements, since those state rules apply regardless of business structure. The difference is who sets any requirements beyond that baseline: at a local agency, the owner sets and adjusts those requirements directly, while at a franchise location, hiring and training standards beyond the state minimum are typically specified in the franchise agreement.

Pricing & Contracts

A local agency doesn't pay franchise fees or royalties to a parent company, though pricing still varies agency to agency based on services, staffing, and local market conditions. Either way, it's worth asking any agency you're considering for a clear, written breakdown of rates and contract terms before you commit.

Questions Worth Asking Any Agency

Whichever type of agency you're considering, these questions tend to reveal the most about what you can expect:

• Who owns this location, and who would I actually talk to about a concern?
• Are caregivers employees or contractors, and who handles their training and background checks?
• How are caregivers matched to a family, and what happens if the first match isn't a good fit?
• What's included in the hourly rate, and what would raise it?
• How is the agency licensed in Maine, and can they show proof of that licensure?
